It's not FZ. I also would have guessed Lou Reed, incorrectly.

Yeah, I can see the Runt saying that. He's also one of my favorites, especially when he played the part of a guitarist.
Doesn't sound like Bowie at all to me. Not surprised it's Todd, but it also sounds a lot like FZ, or any other curmudgeon I can think of. I can hear Van Morrison saying the same thing.
Zappa would have been my first guess. The tone sounds like Lester Bangs, but not the structure. Not British enough for Julie Burchill, though it would be just the right time for her.
Doesn't sound like Zappa to me. It's not pompous or superior and he isn't trying to shock.
